Kentucky State Clearinghouse Intergovernmental Review Process
The Kentucky State Clearinghouse has been designated as the state point of contact and is charged with providing state and local input to the appropriate federal agency. At the state level this task is accomplished by identifying those state agencies that should be involved in the planning and development of activities by Executive Order 12372, and providing these agencies with the opportunity to evaluate proposals in a timely, effective fashion.
In order for the process to remain efficient, there are a few requirements that applicants must comply with:
1. Contacting the Clearinghouse to determine whether the proposal requires an intergovernmental review and how many copies are required.
2. Obtaining a State Application Identification (SAI) Number
3. Providing the following notification information in the application for the Clearinghouse:
• Grant application summary or cover form such as the Federal SF-424 • Type, purpose, scope, explanation and justification of proposed activities • Area(s) to be served Address of construction site required. • Budget and funding resources • Topographical map, if necessary, with site clearly indicated • Catalog of Federal Domestic Assistance (CFDA) Program number and title • DUNS Number

The Kentucky State Clearinghouse has implemented an online software application that provides an electronic form for collecting data for all water and wastewater projects in Kentucky. The “Clearinghouse portal” allows Clearinghouse and review agency staff to assign application reviews, view application status, endorse applications, and read other agencies’ comments. The software provides notification to funding agencies and allows funding agencies to enter final funding decisions. The implementation of the E-Clearinghouse portal and the water/wastewater project electronic form will serve as a prototype for other agencies to follow as they move toward web-based automation. It is the intention of the Kentucky State Clearinghouse that subsequent phases of the system will include other agencies’ projects in electronic format.
